This is why it's always better to do a clean installation of Windows. (open BitTorrent) > Options > Preferences > Directories. Has your ISP ever blocked torrenting? Some providers do, or have started so recently, etc. Try asking your internet provider. This would not prevent BitTorrent from opening torrents and initiating the download.
